San Diego immigration attorney Paul Conley Kline received his Juris Doctor degree from the University of San Diego in 1994, with additional law study at Oxford University, and graduate level studies of immigration law at Harvard Law School under Professor Deborah Anker.  He received a Masters Degree in Public Administration from Harvard University in 1990, and his Bachelors Degree is in Latin American Studies from the Monterey Institute of Foreign Studies, 1974.  He completed additional graduate studies at the University of Notre Dame.  Mr. Kline served as a diplomat in the Foreign Service of the United States, 1976-99 reaching the rank of Consul General and overseas postings in Portugal, Guatemala, Bermuda, London and Panama.  Assignments relating to Mexico included Guadalajara, Tijuana and Monterrey and service in the Office of Mexican Affairs in the Department of State in Washington, DC.  Recognitions include the Department of State’s Meritorious Honor Award and commendations from various US law enforcement agencies relating to international judicial assistance.  He is a member of the San Diego County Bar Association, the State Bar of California, the American Immigration Lawyers Association, the American Foreign Service Association and Diplomatic/Consular Officers Retired (DACOR).  He is fluent in Spanish and has a conversational ability in Portuguese.
